When you add elements such as effects, shapes, and text to your photo, they are added as separate layers.
To view all layers
Click on an element on your photo and at the bottom right panel, click Show All Layers
You will then see all the layers listed on the right
To move an element above or below another, simply click and drag the layer up or down
